MOZAMBIQUE GAS SUMMIT TO BE HELD VIRTUALLY ON 28-29 OCTOBER 2020
Live Summit & Exhibition to Resume on 28 – 30 September 2021
In accordance with a recent announcement made by the Mozambican Government, which extends the timeframe for restrictions on all public gatherings, the 7th Mozambique Gas Summit (MGS) will not take place in October 2020.
In line with government guidelines, dmg events, organisers of the Mozambique Gas Summit & Exhibition, with the support and participation of its strategic partner and host of the event, Empresa Nacional de Hidrocarbonetos (ENH), will now host a Virtual Mozambique Gas Summit on 28 – 29 October 2020. The live annual Summit & Exhibition will resume on 28 – 30 September 2021 in Maputo.
The decision to provide a virtual offering will ensure that MGS can continue its integral role of providing the annual platform for the dissemination of policy announcements, harnessing project development conversations as we steer toward another FID and provide a forum for the local Mozambican industry to take advantage of upcoming opportunities across the value chain. The virtual offering will eliminate restrictions currently being posed by physical borders and time restraints.
MGS is the recognised annual event for gas leaders from both Mozambique and around the world to discuss and showcase the exciting opportunities available in the country’s growing gas sector. Running annually for seven consecutive years, the event attracts leaders from across the globe to discuss and debate the future of Mozambique’s energy sector, and was last year officially held under the patronage of H.E. Ernesto Max Tonela, Minister of Mineral Resources & Energy, Republic of Mozambique and opened by H.E. Filipe Nyusi, President of the Republic of Mozambique.
As the organisers of MGS look forward to the 2021 edition, the event will maintain its position as the annual meeting place for government, private sector stakeholders and international investors to collaborate to shape Mozambique’s energy sector future, with a crucial mandate of expediting economic recovery and ensuring prosperity for its citizens in the years to come.

Dennis Walter Hearne, a career member of the Senior Foreign Service, class of Minister Counselor, has served as an American diplomat since 1985. He was appointed by President Donald J. Trump on January 7, 2019 as Ambassador to the Republic of Mozambique and sworn-in to office on January 31, 2019. He most recently served as Principal Deputy High Representative, Office of the High Representative, in Sarajevo, Bosnia and Herzegovina from 2017 to 2018.
Other senior leadership positions in which he has served include: Deputy Chief of Mission at the United States Embassy in Kabul, Afghanistan, from 2016 to 2017; senior advisor to the Under Secretary for Political Affairs from 2015 to 2016; United States Consul General in Rio de Janeiro, Brazil, from 2009 to 2012; and as foreign policy advisor to United States military commanders, including two years of service in combat operations in Afghanistan.
His other assignments include Brasilia, The Hague, Zagreb, Lisbon, Sao Paulo, and Washington. He is the recipient of the United States Army Outstanding Civilian Service Medal and several Department of State Superior Honor Awards. He speaks Croatian and Portuguese.
Ambassador Hearne is a native of North Carolina and a resident of Virginia. He earned a Bachelor of Arts degree from Wake Forest University and a Master of Science from the National War College.

Estevão Tomás Rafael Pale, is a Mozambican citizen, of 65 years old, married and with two children. He holds a Masters in Financial Economics from the University of London, a Postgraduate in Mining Engineering from the Camborne School of Mines in England and a Bachelor Degree in Economics from Eduardo Mondlane University in Mozambique.
Estevão Pale has over 35 years of experience in geology and mining and ten years of experience in the oil and gas sector. He successfully led several organizations, and was National Director of Mines at the Ministry of Mineral Resources and Energy for almost ten years. In this latter role, he was responsible for designing and implementing the support project for the development of the geological and the mining sector, financed by the World Bank. The project facilitated the review of the legal structure and attracted more investments to the sector.
Estevão Pale was the Executive Director of CMH - Companhia Moçambicana de Hidrocarbonetos, SA, from 2005 to February 2020. CMH holds 25% of the shares of Joint-Venture Pande & Temane, and Sasol Petroleum Temane holds 70% and IFC - The International Finance Corporation, a member of the World Bank Group, holds 5%.
As Executive Director of CMH, Estevão Pale was instrumental in increasingly obtaining positive results for CMH's shareholders, and positioning CMH as a model in the oil and gas industry in Mozambique.
Estevão Pale is currently the Chairman and CEO of ENH, Mozambique´s National Hydrocarbons Company.

Carlos Joaquim Zacarias is the Chairman of the National Petroleum Institute, the regulatory body for upstream petroleum activities in Mozambique. He assumed the role in August 2015 and quickly had to led the negotiation of the Legal framework for the Rovuma Basin projects including approvals for Coral South FLNG, Golfinho/Atum and Rovuma LNG Plan of Developments.
As Chairman, Zacarias is focused on establishing a stable, predictable and attractive regulatory framework for foreign investment, in line with international standards and at the same time ensuring that the natural gas production projects being implemented in Mozambique generate added value for the national economy, catapulting other sectors of activity, allowing to catalyze and maximize the participation of nationals throughout the value chain and life cycle of natural gas projects.
Zacarias has an extensive expertise in a wide array of strategic, exploration, safety and regulatory matters of the petroleum industry as a result of his executive and management experience.
Over his 16 years at INP, he served as Vice President for Projects and Development, where he dealt with the promising and growing gas production and transport industry of Mozambique from 2005 until 2008, when he was appointed Vice President for Exploration, supervising and monitoring all exploration activities that led to the largest discoveries in Rovuma Basin, so far.
Prior to joining INP, Zacarias held management positions at the National Directorate for Coal and Hydrocarbons (DNCH) at a technical department responsible for supervising petroleum and coal activities, where he was involved in the revision of the legal package, exploration activities and implementation of Pande/Temane Gas Project.
Zacarias holds a master degree on Petroleum Geology from the Petrochemical Institute of Baku, Azerbaijan.

On August 10, 2017, Dr. Jennifer Adams was sworn in as the USAID Mission Director for Mozambique. Prior to this assignment, Dr. Jennifer Adams was USAID’s Acting Assistant Administrator in the Bureau for Global Health. She managed USAID’s global programs in Population and Reproductive Health, HIV/AIDS, Health Systems and Infectious Diseases. She had responsibility for strategic planning, procurement, human resources, project design, monitoring and evaluation and communications.
Previously, Dr. Adams headed USAID’s Office of Donor Engagement. Her duties involved analysis, communication, and collaborative efforts to generate joint understanding and action on key development priorities with both bilateral and multilateral donor partners around the world.
Jennifer Adams was appointed the first USAID development counselor to China in September, 2008. Before her post in Beijing, she was the Mission Director for USAID in Brazil.
Dr. Adams has worked for USAID for over 20 years, in the Central Asian Republics, Senegal, Brazil, and Washington, D.C. Her positions included economist, and managing social sector portfolios, including health, education and environment projects. In Brazil, she initiated a successful public-private partnership, Mais Unidos, which engaged the 50 largest American companies to support social entrepreneurship.
Dr. Adams graduated from Johns Hopkins University, has a Master of Philosophy degree from the Institute of Development Studies at the University of Sussex and a Ph.D. in Economics from Cambridge University.

Katan joined SG in 2006 having spent 5 years in the industry with BG Group including commercial roles based in Brazil, Tunisia and Iran. He has cultivated a wide experience of advisory and arranging roles across the energy sector including LNG, refineries, pipelines and upstream successfully raising multi-billion dollar financings in emerging market jurisdictions (mainly in Africa) he is widely recognized by the industry for his expertise and sits on a number of advisory boards.
He currently leads a number of flagship advisory deals for the bank including Mozambique LNG which is set to represent the largest-ever sub-investment debt raise (USD 15 bn) due to sign in Q3 2019. He also leads two equity private placements for LNG projects in Africa and the U.S. He has led and closed deals in a number of African countries and is involved in the development of LNG-to-power and floating LNG projects. He led the lending of the STAR refinery, and has been involved in the LNG-to-power deal in Ghana.
Katan led the financing of the landmark USD 3.7 billion Egyptian Refining Company (ERC) financing. He has worked extensively with multi-laterals, DFI’s and export credit agencies and played a key role in new product development including mezzanine, equity, A/B loan structures.
ERC, which closed in 2012, won a host of plaudits for its structure and ability to weather multiple political and financial storms winning deal of the year in 2012 and representing the largest non-recourse financing in Africa to date, and notably one with no completion guarantee. It has an unprecedented capital structure comprising DFI’s, commercial banks, multi-laterals and private equity.
Katan was promoted to co-head for energy in September 2018. He covers EMEA although his specialized focus is in Africa as well as deals involving higher levels of market risk. In October 2018, he became a Board member of SG Mozambique highlighting his significant contribution to the Mozambique and SADC region.
Katan is a regular industry speaker and has a number of publications to his name. In 2012, he was nominated for the Financial News “Rising Stars” under 40 awards having become one of the banks youngest ever managing directors. In 2013, he became the first investment banker to secure a position on the Gastech steering committee highlighting his contribution to the industry. In 2014, he was selected for the advisory board of the Global African Investment Summit. In 2015, he was selected as part of “World Finance 100” as a leader in financing for emerging markets.
He holds a Ph.D. in Chemistry from King’s College London and is holder of the Tadion-Rideal prize for contribution to Molecular Science.

Víctor B.L.Tivane is a Mozambican investment and business development consultant with more than 15 years experience in promoting investment and developing SMEs (Matching Grant Schemes, Linkages and Industrial Parks).
Currently is the Director at National Hydrocarbon Corporation at the Local Content Division. As the Director of this Division, the main role is to lead and coordinate the company policy operationalization regarding the local industry promotion and development, employment creation and acceleration of skill and technology transfer.
The last position was a Consultant at the World Bank Competitiveness and Private Sector Development Project for Mozambique (PACDE).
Víctor Tivane has worked at the Investment Promotion Centre, in the preparation and implementation of Industrial Parks in Mozambique and advisor for foreign and domestic firms, in matters of investment; as adviser during the implementation of Aluminium Smelter (MOZAL); and as the Manager of the Linkages Program Office at the World Bank Enterprise Development Project using tools such as Matching Grant Schemes and Supplier Development Program.

She is a Chemical Engineer and holds a Master Degree in Project Management of Oil&Gas Industries with specialization in Economics of Oil, Gas and Energy.
She was involved in elaboration of documents related with Gas Development in Mozambique, such Gas Master Plan, Strategy for the Development of Local Market, HSE Regulation etc.
She has experience in LNG Project, where she was involved in different roles such as Engineering Technical Assistant also follow-up communications Liaison with Government Regulatory groups within Mozambique. She acted after as Advisory of Environmental Impact Assessment team in the Mozambique LNG Project , leading with issues associated with EIA and Resettlement Action Plan, and guide the team with information necessary to meet the Mozambique Government and local communities’ needs.
Currently, Natalia is involved in setting up strategies and Policies related with Local Content Development in Mozambique and she is member of Local Content Task Force, an interministerial Group that coordinates Local Content implementation in Mozambique.

Kwasi Agbley graduated in 1980, from of the University of Ghana, Legon, where he majored in Political Science and Ancient History. He also holds a Post Graduate Diploma in Analysis & Evaluation of Investments, from the ILO Training Centre, Turin, Italy. After a short stint in Ghana’s diplomatic service, he decided on a career in economic development. He has four decades of progressive professional experience in the promotion of investments, natural resource conservation and the use of tourism as a tool for creating vibrant economies, particularly in limited resource communities. This experience covers work in key positions in the public, non-governmental and private sectors, and with major universities and research institutions, banks, national tourism authorities, and key bilateral and multilateral institutions.
From 2006 to 2010, he was the Chief of Party for the Mozambican Government’s Projecto Arco Norte, which covered the provinces of Cabo Delgado, Nampula and Niassa. In the last decade, he has focused mainly on attracting investments into energy, transportation and telecommunications infrastructure development in Mozambique, the Southern African Development Community (SADC) and lately, Ghana and the Economic Community of West African States (ECOWAS). Amongst others, he is currently Advisor to African Renaissance Pipeline Limitada, promoters of the African Renaissance Pipeline Project. The project aims to provide the infrastructure backbone that will serve to transport natural gas from Mozambique’s Rovuma Basin to South Africa and assure clean energy security for Mozambique, South Africa and other SADC member states.

Zayra Romo is a power engineer with over 20 years of experience working on energy sector reform, regional energy trade, public-private investment in Sub-Saharan Africa and Latin America. She has led major analytical work on energy sector reform and energy access in Africa and development of low-carbon strategies for Mexico.
In her current role based in Maputo, she coordinates the World Bank infrastructure portfolio for energy, transport and ICT for Mozambique, Mauritius, Madagascar, Comoros and Seychelles and leads energy sector engagement in Mozambique. Prior to joining the Bank as a Young Professional in 2009, she worked for Électricité de France in Mexico.
Zayra has a degree in Electrical and Electronic Engineering from the National Autonomous University of Mexico, and a Master of Science in Energy Conversion and Management from the University of Offenburg in Germany. She has undertaken post-graduate research at Carnegie Mellon University in Pittsburgh and MIT in Cambridge.

Thierry has around 20 years’ experience in the LNG industry. Before assuming his current position, he occupied various positions in GTT including Head of Liquid Motion Department, Project Manager in charge of the relations with Shipbuilding Yards in Far East (China, Korea, Japan) and Business Development Manager for China and Australia areas.
He has been involved in many studies and projects related to LNG shipping and LNG offshore (FLNG and FSRU) industries.

Samer Mosis is Team Lead, LNG Analytics EMEA with S&P Global Platts Analytics, leading the company’s analysis of European, Middle Eastern and African LNG markets. During his tenure with Platts, he has led initiatives in both North America and Europe, with a special focus new technology in North American gas trading and long term LNG production trends in North Africa. He is fluent in Arabic and his first book, “The Financial Markets of the Arab Gulf: Power, Politics and Money” was published by Routledge in 2018.
Before joining Platts, Samer was a Consultant for The Lafayette Group and a fellow with the US Department of the Treasury. He holds a Masters Degree in International Economics from Johns Hopkins School of Advanced International Studies, from which he graduated Summa Cum Laude.

Before that he was Director General of the Investment Promotion Centre – CPI, from July 2010 to June 2017 and Economic Adviser to the Minister of Planning and Development of the Republic of Mozambique from June 2006 to July 2010.
Graduated from Eduardo Mondlane University in economics, he holds a Master’s Degree in Agriculture Business Management.
Among many studies, he conducted a study sponsored by the Friederich Ebert Foundation on the social and macro economic impact of deeper SADC regional integration in Mozambique as well a survey on the perception of the national business community and non-state actors as a complement to the study, published in South Africa by SAIA from WITS University namely the “REGIONAL INTEGRATION IN SOUTHERN AFRICA”, Vol 2, on Deepening Integration in SADC – Rapid Changes in Mozambique to Meet SADC Targets.
He also participated in the study on the reengineering of CPI in 1996 which culminated in the drafting of CPI’s first Strategic (1997-2000) as well as in the formulation of several proposals of studies and interventions crucial for the development of business and of the entrepreneurial sector in Mozambique requested by different public entities.

Jocelyne Machevo is a young award-winning mozambican energy professional with an expertise in LNG projects in Mozambique. She has been part of Eni, an international energy company, for over 8 years having joined as a Civil Engineer and, thanks to her professionalism and commitment, she was later appointed External Relations Manager at Eni Rovuma Basin, Eni subsidiary in Mozambique, being the first woman and the first Mozambican to hold a management position in the Company.
She holds a Bachelor in Civil Engineering degree from ISUTC, and a master´s degree in Economy and Management of Energy and Environment from Eni Corporate University in Milan, Italy.
Jocelyne decided to devote her work in the energy industry because she believes that through the creation of comprehensive and sustainable energy strategies, the Country´s giant gas reserves are essential to solve the local energy challenges, as well as accelerating progress towards a sustainable energy future.
Throughout her career, Jocelyne has exhibited exemplary performance, winning the 2017 Outstanding Mozambican Woman in Gas & LNG Award by Mozambique Gas Summit and the 2019 Power Play Rising Star Award powered by ExxonMobil. With 29 years old, she has become a reference amongst the young professionals in the industry and seen as an emerging leader. She has also been nominated to be on the 2020 Most Influential People of African Descent Under 40, Global List.
She is also a vocal advocate for women inclusion in the energy sector in Mozambique and worldwide, as well as youth engagement in leadership. Currently, she is the a member of Mozambican Women in Energy (MWE) and ambassador for Power Play, initiatives that aim to celebrate the women who are playing key roles in this important industry and promote the efforts to create a more diverse and sustainable energy future.
